Join us as we learn about the Department of Housing and Urban Development (HUD), its departments, its programs, and its recipients. Susan Monaghan, CPM®, Executive Director of the Cumberland Housing Authority will walk us through the evolution of the Department of Housing and Urban Development (HUD) and its departments, and various programs for property managers, owners, residents, and applicants to utilize. As well as some best practices in working with them along the way.

Susan Monaghan For more than 40 years, Susan Monaghan has worked in the affordable housing industry in both the private and public sector.  Currently, she is the Executive Director of the Cumberland Housing Authority in Rhode Island. She is a member of the Greater Rhode Island Chapter No. 88.

Monaghan holds the designation the Certified Property Manager (CPM)® from the Institute of Real Estate Management (IREM), as well as the Public Housing Manager’s certification (PHM).

Monaghan joined IREM® in 1982 and earned her CPM designation in 1983. On the Chapter level, she served as Secretary, President Elect and President for the Greater Rhode Island Chapter No. 88.  She has served on and chaired various committees including Education, Public Relations, ARM®, CPM® and AMO® Admissions, as well as the Executive Council.  She continues to co-chair the Education Committee.  Monaghan is a two-time recipient of the Chapter’s CPM® of the Year Award.

Nationally, Monaghan has been involved as a member of the Diversity Advisory Board, was its Vice Chair in 2013 and its Chair in 2014. In 2014, she was appointed to the Federal Housing Advisory Board (FHAB) and served as its Vice Chair for 2016-2017. She has been on the Governing Council since 2010 and was RVP for Region 1 in 2017 – 2019.  She is the current Vice Chair for FHAB and has been appointed Chair for 2022.
